What is a scope of a field in rdlc reports and how we can define it when we have two datasets?

What is a scope of a field in rdlc reports
It's the data region defined. Few collection control like Table, Matrix, List or (Tablix) needs a dataset to be attached to them before using any field.

how we can define it when we have two datasets
You have an option in the controls to set the dataset for a control. Right click the control and click Properties. Check for the option.

Right click which control?

It's for table/matrix/list only. Not for line, rectangle etc.
