take it as 1/3 to the power of 2 now you need not to worry about negative.

or

(2/3) to the power of negative 2
??

you mean {2^-2)^-2... five times.
is it.

5 x 2^2

and

(2/3)^2

5*2^-2=5/2^2
(2/3)^-2=(3/2)^2
