PhoneCallTask termination? No Notification Broker in WinPhone7?

I can pass in my phone number and display name, but without state and notification broker I don't even know if my phone is on? If I have a signal? If I'm already ON the phone!?

I'd be OK to let the user decide whether or not to place the call, but how can I now know when it finishes? Did I lose power or signal? Did I hang up? Did they? Arggg... any alternatives to notification broker for phone state? Any info about the call would be helpful.
