How do I code device to connect to wi-fi

I have a pc with a wi-fi icon in the task bar (quarter circle with radiating lines) when I click on that it shows wi-fi networks I can connect to. One of them is my phone (previously logged by microsoft as having the password) I click on connect and I have a web connection, viola!
How do I design a form to list same wi-fi connections & after selecting one (My phone) make a choice of either connecting or dis-connecting using vb.net 2010

What I have tried:

looked for 2 days on google without success

Why do you think a VB.NET program will do this any better than the existing built in application?
