What is the difference between bootstrap and other js framwork like react?

hi i need to know what id the difference between bootstrap and other js front end framwork i already know that the bootstrap is a css framwork but i mean
can i interact the the database using bootstrap like react (for example) or just for statix page ....

What I have tried:

i need deep answer about the difference between those because i have a back-end i i will create the restfull api to link it with react js( front end) but in other side i wanna try bootstrap
