That's like asking "how do I get more horsepower out of my car?". The answer is always going to be "it depends..."

The question is so generic and broad that it can't be directly answered. There are MANY different ways of optimizing various parts of your site and assets. What you do depends on what they are, how you're serving them up to clients, and the context in which they are being used.

There is no one method for every situation and you haven't even mentioned what you mean by "optimize". What you think it means is almost guaranteed to be different from what someone else thinks it means in the same context.
