Reporting tool in visual studio desktop application

I want to develop report in desktop application such way so that user can edit its design by own.I tried with SAP crystal report but user need to install VS along with Crystal report so it wont work on user end.Can anyone tell me which will be the best technology can be used.

You need to research products that do not need a development framework.
