I wish to use Python for filling a data in sheet based on previous data

I have a set of data in excel sheet which has details such as TagID, TagInformation and Owner. I want to fill data of owner for new set of TagID and TagInformation based on past data. This newly added data need to be sent via mail.

What I have tried:

I have just started with the problem. I need guidance over it.

Well that is just a repeat of your question. What is the actual problem you have in doing it?

I need to know whether it is possible to meet this requirement in Python using machine learning. If so, what need to be done exactly to achieve it. Also which algorithm is preferred one in this case.

That depends on what you actually mean by "machine learning". It is not a subject I have any experience of, but I would suggest you look at some articles and tutorials on the subject.
