How to migrate data to azure SQL database from a local SQL database.

I have tried several time connecting to SQL Azure from SQL server management studio, but the error says you can't reach the server at this moment, please try to refresh your SQL server and try again later.

What I have tried:

I tried to open my SQL Server in my own personal computer and connect to SQL azure, pasted the SQL azure server name, and chose SQL server authentication, put the login credentials but still the data migration not enable or successful.
