How do I make a dialect translator mobile apps?

Is it possible to make a dialect translator for a specific language? For example, in Malaysia there are different dialects used for the east side and west side which the dialect is very different from each other. therefore i would like to develop a translator for the dialects that translate the east dialects to formal Malay Language and English. Is it possible to make such application? do i need to connect it with Google Translate API?

What I have tried:

I have made a database containing all the dialect words but i am currently stuck there. please help.

The app should be the problem, but you need some translation API. For that you need to check out possible solutions. Maybe Microsoft, Amazon or other web service provider have such service. But I wont be for free.
