Match jpg names in folder to names in csv or texr file

Looking to match a folder of jpegs to a text or csv file of the same jpeg names to compare and match. I've looked for a month and can't find anything good. Does anyone know of a way to do this?

What I have tried:

most all compare tools. Ultra compare, winmerge, compare it, beyond cpmpare
