The emphasis is on EASY.

Other than that, it should have a rich toolset and should not be restricted to a niche domain.

What I have tried:

HTML, CSS, JavaScript, PHP and a dozen of frameworks

This is entirely a matter of opinion. The only person who's going to be able to answer your question as to what's "easy" and cover your requirements is you.

EDIT:
I said "opinion", but I should have said "preference".

My opinion, Visual Studio.
Notepad has a proven history, and has all of the tools that an experienced programmer would need to do PHP

You must be joking, ofcourse...
Visual Studio, in my opinion, fits the bill. However, there may be other products that I have not used which are as good or better. The only way to answer this question is to try some for yourself.

Sorry, you misunderstood me: Visual Studio is an IDE, a tool for developing software, supporting a host of programming languages and technologies.

I seek advice for a development platform, including technologies, languages, tools.

For example, to develop client-server db applications, I would suggest MS SQL and C# on Visual Studio: one tool, two languages, SQL and VB), covering the whole development lifecycle (db design & development, front-end implementation (forms, reports), debugging.

What about web data applications?

Like I said, the only way is to try some yourself. This forum is for questions on technical issues, rather than product research.

You might try either PHPRunner or ASPRunner.NET. They both have trial versions. (I have no affiliation with that company.)
