Finding open source drag and drop website builder

I'm develop a website to provide user design they own website by drag and drop without any programming skill. I'm searching for a Website builder tool with the following requirements:

Drag and Drop interface
Open Source;
Capable of exporting local files

I wasn't able to find a tool to fit this requirements. Does anyone knows one?

What I have tried:

I already found some open source like grapeJS and wordpress but those builder need some programming knowledge to design the website.

You want a "free" tool to incorporate into "your" tool to "sell" to other users?
