I have reason to write my own PDF to Flipbook converter. The converted files should work cross-platform(Windows/Mac/Android/iOS).

Which would be the best graphics package to use?

What I have tried:

Online documentation and online tutorials.

The best graphics package would be the one that works on all platforms that you plan to support. But the only way to decide is to try them to see which works best for you.

I assume you know how to create Flipbook from images, so all you need is extracting PDF page-by-page to some image format...
All you need is Google...
