Make wordpress select option list without using any plugin

I want to make a selected option list with three options option 1, 2, 3.

and there will be one submit button.

when select option from list and click save button The selected option should still be selected if I close the page and reload it in a new window.

Can anybody help me to do this i am new in wordpress?

What I have tried:

I am new in wordpress. I know how to make select option but dont know how to save and retreive in wordpress
