TFS build android error

I'm using Visual studio 2017 and TFS 2018. I got this error when TFS build (mobile-xamarin). I had added Agent following capabilities

* AndroidSDK - C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise\Common7\IDE\Extensions\Xamarin

* Xamarain.Android - C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise\Common7\IDE\Extensions\Xamarin

I got this error when queue this build

No agent could be found with the following capabilities: Agent.Name -equals Agent-TFSBUILD2018, AndroidSDK, MSBuild, Xamarin.Android, visualstudio

What I have tried:

Create Build(Mobile-Xamarin) in TFS 2018
