Connecting using VPN would be a primary choice. This way you don't need to open ports in the firewall to public and you can authenticate the users/sites properly.

What comes to the question what is the best VPN, there is no simple answer. The quality of the VPN provide depends on factors like
- Pricing
- Availability in target areas
- Popularity
- Possible bottlenecks in data transfer
- Quality of support, if needed
- And so on..

So selecting the correct VPN provider is something for which you need to reserve time and resources

As I explained, choosing the best VPN provider has many factors.

The VPN is a secure virtual network between two locations. I don't think it matters what data you're transferring via VPN so SQL Server is just one of the endpoints for TCP/IP conversation inside a VPN tunnel.
