Visual studio 2017 installshield

I just download visual studio 2017, I want to use it to make program and be able to use the made program for users. It needs install shield.

but I follow many instructions, ... In my visual Studio 2017 => Other Project types, there is no "Setup and deployment" where i can active installshield edition.

How to do?

What I have tried:

I installed visuol studio 2017. and try to follow Walkthrough: Deploying a Visual C++ Application By Using a Setup Project[^]

But at Step "4", cant see "setup and deployment ==> Installshield
