I am a non-technical ecommerce manager that recently started working with an external software development team that is making our API for us. A key concern of mine is to ensure that when external partners call our API, it doesn't overload the system and cause it to freeze/hang/slowdown/timeout. What determines how much volume of calls we can enable others to pull from our API at a given time? Please list out all key factors. We are still in the requirements phase and haven't decided on REST/SOAP or even server/hardware requirements, etc. Thanks.

You cannot seriously expect an answer to such a question. There are far too many variables even to begin to think about the problem. You need to employ a technical design consultant to help you.
