Clickonce application shutdown my computer when internet disconnected

My Computer have installed eFPS (Clickonce application) from http://ipds.gujarat.gov.in/eFPSClient/publish.htm

But When i start this application without internet efps automatically closed and my computer shutdown automatically without any error.
Please give me any sollution...

Contact the publisher of the software to change this bad behavoir. Maybe you contact some authorities or the press because it is annoying.

For the shutdown the app needs admin rights. Check in the installation folder, whether there is a tiny app with admin rights. Rename it. Maybe the app has admin rights and you cn revoke them.

But for now you must check that your internet is up, when starting the machine. :-/
