How do I read system log files and retrieve data in C++

I need to access system log files to find out what programs run at a certain time and to get certain process's system resource allocation (cpu,ram and disk usage).

How do I do that in C++? Im currently using C++ with Qt

please can someone help me?

What I have tried:

I've found simple program to just get and view current system cpu and ram usage.but its not what i needed.

That is OS dependant.
