How to configuring the wait time at service and port level for for soap webservices

Please advise me the how to implement the wait time at service or port level by using soap services .

What I have tried:

I have tried operational level,it is working fine but the issue is for some cases not timeout with in the configure time.my seniors suggested me to implement the code at service or port level.i have tried in google but most of the cases they handling operational timeouts .
