How to restrict user to create multiple account in website?

User are able to create the multiple account by changing their email id and other details. so now what should i do because have tried to stop user to create multi account by using their ip and mac address but some people are greedy they are able to create multi account..

I want single user single registration thats all...

What I have tried:

The problem with this approach is 2 things: 1) you cannot get the MAC address reliably. 2) The IP address will likely be the same for people in the same building coming to your site. If this is only access on a LAN, then use windows authentication otherwise people will be able to register with separate emails.

but if user will disconnects the internet and then will connect to the internet after that Ip is also changed in same building. Single user will register with different email on my site but i not able to restrict single user to create multiple account here..

I need solution regarding this

You can't!
there is no way you can force a user to register only once.
