I want to display texts task bar at windows7. like Below. I google a lot. but could not found how to develop. What I want to do is like belows. Is there any way to do this. language is not a problem. Any Language I will try.

Question is not clear, what is this bar used for, and where do you want to display it?

I want to just display text at the windows taskbar as I attached as image file. At the displayed text, I do not want to apply any link or function working. I want to make foreign language word practice effect for Education. So Text is Foreign language that stored at local text file. Thank for your comment and asking again. Is there any way to making this effect?
