What to use to cheaply build a website with managed subsites?

I have a potential client who's looking for a cheap website with sub-sites (e.g. www.website.com/mysite1, www.website.com/mysite2, etc) where each sub-site:
* is administered separately by its own administrator/owner
* has some degree of customisation
* can be freely accessed by non-owners

Naturally there would be some kind of super-administrator responsible for policing the sub-site administrators/owners.

Does anyone have any suggestions, preferably something that's free or cheap and would require minimal development work?

Did I mention that it also has to be cheap?

What I have tried:

I've tried searching for suggested solutions but come up with nothing.

Hmmm.... that doesn't really fall under "minimal development work". Is there anything off-the-shelf that would "only" require customisation?

Probably, but you need to do the research to find it. This is not really a Quick Answers issue.
