SSRS subtotal and grouping not working

Here is my data:

When I group and subtotal by store location and candy type, I still get a separate line for store number 9. But not store number 2.

I have used the group feature in SSRS before and this has never happened. How can I get my output to group by store location so it shows a subtotal for all Vancouver stores instead of by store number?
