Under normal circumstances, you just click on the link in your browser and it works - certainly it does for me - and downloads are normally ZIP files so Notepad would be very inappropriate.
If you hover your mouse over the download link it should give you a full path display - in Chrome it's at the bottom right of the display - and that should tell you the file type. If that says ZIP, then it's the D/L manager that is causing the problem. Try downloading it directly and see if that improves the situation, or report it here
