How to make real time dashboard to show active directory activities.

Hi,

I am looking for a solution which will help IT administrator of our company. A utility which will help him to know if below tasks have been performed.
A notification/email should come to IT administrator.
1.) AD-> Groups-> when any user is added/deleted from domain admin
2.) Enterprise admin
3.) Policies -> OU -> when any policy is added/deleted/changed

A real-time dashboard should show this.Is it possible to make this application (web based) in .NET or should we search for open source ?

I tried to look solution in System.DirectoryServices.AccountManagement Namespace. it provides uniform access and manipulation of user, computer, and group security principals across the multiple principal stores: Active Directory Domain Services (AD DS), Active Directory Lightweight Directory Services (AD LDS), and Machine SAM (MSAM). System.DirectoryServices.AccountManagement manages directory objects independent of the System.DirectoryServices namespace.
