Sharepoint list attachments limit

What is the size and number limit of attachments that we can store in SharePoint list.

The scenario is like we want to migrate SharePoint 2003 site into SharePoint 2016.
There are certain libraries in SharePoint 2003, can we create list instead of library and add documents as list attachments OR to create document library only.

What I have tried:

Currently we are thinking to create similar structure i.e. create document libraries and migrate as it is.
