Trying to add sub-menus to vertical tabbed content

I am trying to add sub-menus, or sub-content panels, to my vertical tabbed content. In my situation, my tabs will be the 50 states. When clicked on, I'm trying to create a sub-menu that will appear listing the different leagues in that state(would be 0-5 sub-menus) at which time the user can click on that league and the content panel will show the associations in that league. I apologize if I'm not being clear with my verbiage as I am not a weathered veteran when it comes to coding. Any assistance would be welcome and appreciated. Thanks for taking a look.
