Remove add new list privileage for normal and staff user

Hi,

Please let me know the procedure to keep the Add New list privilege only for admin user.In my project i have Admin, staff and normal user. but in "Lists/ManagementLinkList/AllItems.aspx" page which shows details about all lists, also showing "New Link / Edit this Link" option for staff user. I want this option to be enabled for admin only. please help

What I have tried:

I have tried Edit Page- >Edit Webpart - >Show No Tool Bar option. but not working as i expected, i want to handle it through permission / privilege settings
