Send flash message to all users

I want to send flash message to all users when a new record is inserted in a particular table, I am using vb.net 2015 and sql server 2008 in my project. How?

What I have tried:

I am frequently reading the message table(using timer), if there is any new message for a particular user in message table then i will show the message and delete that record. It will reduce the system performance.
