Having problems uploading picture in my settings

Have attempted several days to upload my picture for my profile, and every time get the "There Seems to be a Problem" (https://www.codeproject.com/script/Membership/Modify.aspx[^]

What I have tried:

Tried both jpg and png. Last JPG was only 13.1 and 150 x 147 pixels
