How to open XAP file to view file inside?

I want to open XAP file on window computer but have this error :

C:\Users\james\Desktop\whatsapp.zip
The archive is either in unknown format or damaged.

What I have tried:

I turned xap into zip already. So why this happen? they call xap is zip file, and why I can't open xap file anymore.
