How to get values which client will be sending output through our web service http parameters

Hi,

I am new to webservice.

My question step is below

my client asked us to create basic web service.

In that service we need to send parameter like empno,name,department through HTTP Parameters.

while executing the URL, client will pass their output and that output should update in the database.
How to create a web service and how send the URL to client along with basic parameter...?

What I have tried:

i am new to web service and i want to create a service in VB.NET.
Also no idea about to get output values from ciient side.
