I suggest you first complete a Master's Degree in Computer Science, and then plan to spend a year, or more, in writing it.

Bill isn't kidding. This is something that's you're never going to get a description of how to do in a forum environment. There's just way too much information to cover. It would span a few books to tell you how to do it.

The way you ask the question is an indication that you lack the necessary skills in computer science and mathematics to complete such a solver by yourself.
You are unable to evaluate the difficulty of such a problem, and difficult it is.
One can bet that MS took years (of man programming) to come up with actual solver. An individual can come up with a rough version rather quickly, but optimization and tweaking take an awful lot of time and involve deep mathematical understanding.
