Can I upload a file when I ask a question

I have posted a question recently and I wish I could even attach a file for more details. See there any option to attach a file while posting a question?

What I have tried:

verified all fields in Ask a Question page (Questions/ask.aspx)

This should never be necessary. You need to provide only the information relevant to your actual problem. The lines of code involved, the values of any variables that cause the problem, and full details of the problem including any error messages.

When answering a question please:

Don't tell someone to read the manual. Chances are they have and don't get it. Provide an answer or move on to the next question.

No, it is not possible to include files in questions/answers.
