In my html file, the code below is one the top:

My desktop IE is in version 11 but our intranet IE is in a lower version (IE 8). In case that the
JavaScript
'Display intranet sites in Compatibility View'
option is checked on, the map part of my webpage becomes not viewable. Is there a way to override the compatibility or programmatically check-off the option? Thanks.

No, the answer is to either tell clients it won't work in compatibility mode, or alter your css such that it does work in both modes.

You don't need three different settings for IE; just use: content="IE=edge,chrome=1"

No, you cannot override the compatibility settings. That would be a security risk if your code could control that setting.
