Windows server how to set a usb letter personal?

I want to make a usb letter only can see by someone, but hided for others.

Eg. a usb storage plug in windows server, there will be "F" driver letter.
there are 3 users: administrator, user01, user02
I need only user01 can see the "F" letter, administrator and user02 can't see.

Anyone know how to do?

What I have tried:

use winapi: DeleteVolumeMountPoint() function, which will hide usb letter for all users.
