If I was asked to make a function that accept a string as a parameter and return another parameter. which one of these can make it:
- windows service or web service ?

What I have tried:

I'm just curious: did someone ask you this question? what that the same person who asked you to develop a function, or was it just a hypothetical assignment? What kind of person it was? (Teacher, school mate, policemen, cashier?... :-)

The question makes no sense at all. A function can be a part of any thinkable software product. I just don't even want to discuss possible roles of function; after all, this is a site for software developers, not for… other people.

Also, "Windows service" and "Web service" cannot be considered as alternatives. A windows service can play the role of a Web service or not, and a Web service can be developed as a Windows service or not; it could be implemented on pretty much any platform, related to Windows OS or not.
