The ATKS is a set of online services that are called over HTTP. So, it is now downloadable. Please refer to the Getting Started section in the help of any of the APIs for instructions on how to call them.

If the ATKS team said it cannot be downloaded, but to refer to the articles on how to call them, then that is the answer. What else would you hope for?

I believe that is a typo on their part. "Not" makes the rest of their message more clear.

Regardless, contact them for questions about its availability.

Being a set of online services pretty much says they are not downloadable.
