Unable to load tag handler class "com.crystaldecisions.report.web.viewer.taglib.viewertag" for tag "crviewer:viewer"

I cannot find where this com.crystaldecisions.report.web.viewer.taglib.ViewerTag class or library is in. I only have problem when i move my code to crystal report server build in tomcat server

What I have tried:

I try what they say in the website http://www.coderanch.com/t/449820/java/Open-crystal-report-JSP but it only fix first problem
