C# - VBA Access 2003 cant read DB after using C# Tool insert to db

my company has a tool (coded by VBA Access 2003) to calc and manage something, every week i have to input information into and create report base on data i see in that tool.

i asked IT guy to code these function but they denied, lol
so i decided to learn on gg how to insert into access db and export to excel/ create report, and i was successful after 3 days (i used to learn c program in highschool)
but it seem like not only object was insert into db, the c# tool i made did something else on access db, and i get warnings when i open this access tool such as low sercurity, get lastest ms jet oledb 4.0 sp8 with window update

only machine with only Access 2003 installed got this problem
i tested with 4 PC
Windows XP - Access 2003 + Windows 7 - Access 2003 ---> access tool (.mde) cant read access db (.mdb)
2 x Windows 7 - Access 2003 + 2013 --> work

my company's pc alway get updated from ms.
pls help me fix this problem
