We currently are discussing this topic at our company,

"is it Preferable to use Frameworks Such as Bootstrap,Foundation.. Or Develop Everything From Scratch?"

we usually code everything from scratch , but the question is are Frameworks the new Front End Web Development "mainstream" tools?

will Developers in the Near Future migrate From Coding From scratch to Using/Modifying Frameworks ?

, in general do Companies use them or code from scratch ?

Please Note that i already researched the (+) and (-) of these frameworks , so the answer might aswell be simple as the question,

There is no one-size-for-all solution here...You preferences are may be totally wrong for me and the other way around...and what was the ultimate best yesterday maybe wrong today for the very same company/team...
What you have to consider is:
1. Time
2. Money
2. Existing knowledge of the team / or recruiting new team
3. Time
4. Money
5. Long term goals / short term goals
6. Time
7. Money
