What do you mean exactly? If you double-click on the HTML file it will open that file in your browser, which is logical. Am I misunderstanding your question?

Did you reload the page explicitly? And how do you know that the site was actually updated?

Maybe a caching issue? Then Shift&Refresh helps in a lot of Browsers.
