I'm totally new about peaktime and I have couple of quetions about it.

1. What is the deinfition of the word "peaktime" in relation to Widnows Task Manager > Performance?

2. How do you measure a peaktime in a client computer?

3. What value is considered to be a normal and not normal peaktime?

1. There is no specific definition. Peak time usually means at the time of most activity.

2. It depends on how you wish to define it.

Peak time is a period during which time the system was most used...It has nothing to to with performance...
It is very useful in systems with dynamic resources, to see when and for how long to keep those resources available, and when can be used by others...
To identify your system's peak time, you need to log usage data over a long period of time, than identify the maximum resource usage...with that you can see when the system using (or close to it) the maximum of the resources - that is the peak time...
The most important usage data you should log is about CPU, memory, network, disk (read-write and storage size)...
