Group Variables in 2012 Reporting Services

I am upgrading a VB6 winforms Crystal Report application to VB.NET winforms, SSRS RDLC report application. We are attempting to use group variables to store aggregate group values. We can create the group variables, but they are not visible in the expression for a cell in the group. They also are not visible

This is a 2012 Reporting Services pointed at 2008 SQL server for the data. I am using VS 2013.
