Smart card or Biometric Login using .Net C#

Hi, I am developing a windows base application for logical access.( Identity management system) but i don't know how to start. after searching hours on google, i came to know that i need to create Digital Certificates, then i need to write the certificates on smart card. I need a proper direction for developing Identity management system. Please help me regarding this as its very important project for me. Please help.
