Dynamic Table Creation VBScript

I am Oracle DBA and trying to creating a tool to make our monitoring life easy. I had created tool using HTA and VBScript in past but am not in touch with this Languages so will need your help.

Requirement:- Am running a sql query against database and storing the output in a file. I want the script to read the file and create dynamic editable table in the front - end. Below is a Sample format

Can you please guide me how to create this dynamic table.
