The first thing to ask is, Is the darn thing on? ;P

With IIS, you have to make sure the World Wide Web Publishing service is running. From the Control Panel, go to the Administrative Tools and launch the Services applet. The list will be sorted alphabetically, and the one you want is down at the bottom. If it does not say Started in the Status column, double click it. Select "Automatic" in the Startup Type drop-down; now when Windows starts, the service will launch automatically. Then click the Start button to start the service, then the Ok button at the bottom.

That will most likely fix your problem.

There could be few reason for that. As Gregory suggested make sure your IIS Services are running properly. Second things, go to run > intemgr
and see IIS opening properly and Web sites is on running state and also you need to make sure host entries are given properly.
